need help making a border of pics |

ok yea i know theres been a lot of questions about borders but i forgott how toput borders around regular pictures on photoshop but not the penicl tool... and how do i make the image quality a little better??
 any help will be apprieciated

Image quality.... Try this.

for borders:
if you select the portion that you want to be bordered you can go to select>modify>border enter however many px and then make a new layer or keep the same layer and add color |
