well it depends if u got a designed programmed like animation shop, image ready or photoshop and i think this beling in webdeign. or u could try this

i like to use ulead gif animator 5...it's pretty good and easy to handle it also has these pre-installed animation stuff which is a good combination with photoimpact. Plus there's always tutorials on how to make ur own animation stuff....
