I believe most people make them or they find them off other people's sites. There is no specific code.

if you have imageready..
1. on frame 1, put up your image 2. make another frame, with 0 opacity so the heart is invisible 3. set the timing to 1 second on both frames 4. save it optimized as. and there you have ur blinking heart
