OHH!!!
ok.
hmm how do I explain it. Well first of all, do you have Photoshop? Cause I am pretty sure you can do with PSP, but I just don't know how.

for photohsop:
type your text out. then go to blending options for that text layer. and click on stroke. it should be the last option there, all the way on the bottom left side. then choose a color, width, etc.

^you could do that.

What I do is that:
type out text in one layer and rasterize it. (usually if you type, it should create a new layer. So there should be 2 layers, one with yout text and one with nothing)
CTRL & click on the layer with the text. (You should still have the bottom layer selected though.
change your BACKGROUND color to what ever you want the surrounding color to be.
go to select>>modify>>expand and punch in how many pixels you want.
Then press CTRL & DELETE.

That might not have been clear. If you need extra help, PM me.
