A question about different Navigations Options

okay, well i had been looking at some skins and was noticing some things. one thing that i noticed was that some navis are not a in the actual blog area. they were like put on the banner or the background and the people linked them to the proper address. (((here look at this. this is a skin that i found in the xanga skins section that has one of these navis.)))

QUESTION: i was just wondering how you did that, and how you god the coordinates and all that stuff.

or maybe i just have all this wrong...HELP ME!
