photoshop elements 3.0 help!!!!, with layer masks! Options

k i wanted to do this tutorial: http://www.createblog.com/tutorials/tutorial.php?id=783

so i took the pics n stuff. i went all the way to step 007 and i found out my elements doesnt have layer masks.

so i went to http://graphicssoft.about.com/od/pselement.../layermasks.htm

and downloaded the free layer mask. so i saved it in the right folder n stuff.

the thing is, i dont know how to apply it now. it wont show up in my effects like it says


please help!!!
or if you have another way please share!!
