Background Overflow Help!

Can anyone could help me?

My div background is as follows:

<div style="position: absolute; top:0px; left: 0px; width:1024px; height:1024px; overflow: auto; background:FFFFFF;">

The dimensions of the background image is 1280 x 1024, which fits fine on my screen but people with smaller resolutions say that my background and text runs off to the right of the page. I would hate to rescale my whole page down to a smaller resolution, so instead I thought I could change the overflow to auto so I would have scrollbars so other people could scroll over to the right side of the page to see the rest. But then when they scroll over, all of my text boxes scroll with it instead of just the background. How do I get just the background to scroll over and everything else to stay put?
