Deleting a comment, no garbage can Options

I want to delete a comment on my blog. I cannot figure out how. It says to log onto the post page and click the garbage can. Well the garbage can is not there. Did I delete it out of my template by accident. I need help pls. thanks

you can either delete, or hide all the comments on your page from the comments tab,
or
if you want to delete just one comment,
you click on the trash can icon under the comment.

the problem may be, as you said, your template has done something
or
you are not logged in.

if i knew your blogger, i may be able to see the script and see whats the problem
first, just try logging in and then looking at your site.

it might be the "fast editing" or something is not on.
