She won't let me go to the dance because i got a note from my teacher in the mail (that is about 1 week old) saying that i got a F for my homework grade and a D- for my test grade. I really want to go to the dance..but...i can't.

I suggest that you should be more responsible about your school and grades. School should be the first thing in your mind before anything else. Study more often, get good grades, and pay very close attention in class so your teacher will send you a very good comment for your parent.
