She won't let me go to the dance because i got a note from my teacher in the mail (that is about 1 week old) saying that i got a F for my homework grade and a D- for my test grade. I really want to go to the dance..but...i can't.

Well that's your punishment for doing bad on your test and homework. Do you think your mom should reward you for getting bad grades ? I think not. If you really want to go to the dance talk to her about it and say how it won't happen again and you will try harder and what not.
