how do you make avatars/icons like this:
 how do you make the part where she is moving the video thing....how do you attach that do an avatar/icon????????? i hope thats clear enough ~YUKI |

It's called a mini movie. Takes a lot more steps than what some of the people here have written. And, like everyone said, you need Animation Shop or Paint Shop Pro to do it.
