Which is better?, psp 8/9 or Photoshop Elements Options

hey guys!

my parents have finally agreed to buying me a fun software n they want to get Paint SHop Pro 8

only, a newer one came out (number 9)

and my dad was also looking at the Adobe Photoshop Elements

(both are about the same price)

so out of those three, (psp 8, psp 9, and Photoshop ELements,) which one is better? im mainly gonna use it to make blends, and pretty stuff liek that.

any help would be greaaaaaaaaaatly appreciated thanks!

i use photoshop CS/8 for everything i do it takes a bit to get used to but once you get the basics down its awsome :D true photoshop is mainly for photos and stuff, but you can make awsome graphics too, once you get it down.
