Does anyone know where I can get 2 tutorials? One is vectoring, for PHOTOSHOP! and the other one is vexel. I'm not sure if I'm right about what vexel means but this girl did it on her xanga : asiancandie . If anyone knows where I can get tutorials on this, reply please.

OHH ! i get it now. you can't vector in photoshop... i see. So is Illustrator free? If it is, where can you download it?
