i think it should be the girl cuz if the boy does then the girl will think hes a pervert but if the girl licks the lips he'll catch on and start.

What I know is, if it's the right time, the guy and girl will both agree secretly without saying to each other and when they kiss, whoever is less shy will introduce the french. But maybe that's just my fantasy. Most likely, whoever is less shy and less scared.
