Look @ this xanga. You see the lil grainy lines in the banner? How do you do that? *has photoshop 7*

Make a layer on top of the picture you want, then fill it with black. Go to Filter -> Noise -> Add Noise, amount: 15%, gaussian, monochromatic. Then do a motion blur at 90 degrees and 30 px. Set that layer to screen, and you should get a similar effect.
