i think it should be the girl cuz if the boy does then the girl will think hes a pervert but if the girl licks the lips he'll catch on and start.

I don't think it should matter who starts.
But then again, I've never kissed anyone in that way. >_> Eh. I don't think it should matter. My guess is whoever starts the kiss should start with the tongue. |
