i think it should be the girl cuz if the boy does then the girl will think hes a pervert but if the girl licks the lips he'll catch on and start.

Well, it goes back and forth for me. I remember with one of my boyfriends that he wouldn't make a freakin' move on me so I leaned in and gave him a quick frenchie.
