I found this great tool! It's called Workshop
 I've included it in a .zip file so, unzip and open the exe file and nevermind the Missing file thing and click ok. Now move to the left hand corner and click new project. Select the .CUR option and click ok. You do the making..it's pretty straight forward. You can edit a premade cursor if you want.There's a help menu if you need help. It looks very basic but works great. And yes I do have permission to distribute this. Click here to download Workshop

i use icon art the bad thing about it is that i dont think you could make your cursor transprent i think...
