 Anyhow, how can one develop a relationship from what could be a normal crush to a full fledged bf-gf gig?

be nice, smile a lot, and when you're talking to him (or her) use their name. it makes it more personal. eventually if they feel the same way things will fall into place. ask them to hang out with some friends sometime if you feel like its that time
