WELL I GUESS THE TITLE AND DESCRIPTION PRETTY MUCH EXPLAINS WHAT MY QUESTION IS. IF NOT THEN, HOW DO YOU TAKE YOUR DOWLOADED FONTS AND INSTALL THEM IN ADOBE PHOTOSHOP? THEY ARE ALREADY INSTALLED ON MY COMPUTER...

Yup, that's correct.
Just download the font, extract/unzip it (if you're using an old computer, go to winzip.com to download the unzipping program) and then drag it into your Fonts Folder (Start > Control Panel > Fonts).
