oh they could.
i'm sure noone would talk on the phone during class and let everyone stare.  maybe it's just me, i was brought up in a really strict school *in hk* and i have these.... really.. close minded views.. But just think of it, are high school students really capable of controlling themselves in "not using the cells cause it's rude" ?  don't think so*sidenote:  in my old school, i wear uniforms, and line up every morning in the center court, and cellphones, if found, are kept in the office
