How do you put borders around pictures? In MS Paint or Photoshop?

photoshop: make a new layer of the image. right click the layer and go to blending options. then go to stroke. increase the canvas size to see it.
if not do it by hand with pencil, brush, line tool and fill path, or rect. marquee and fill |
