im confused..when u make a skin/layout/whatever, you use a special program right? does adobe photoshop 7.0 count?
 if so, HOW do u make it?!?!?! im so lost with that program! if n/e one knows how to work adobe, please show me! i need help!  thank you so much!

There are some tutorials here in Webdesign->Tutorials that you can use. In addition, click on the Big Book of Resources, that has tutorials as well.
