This is definitely a nice improvement. All I suggest is that you make the borders' widths even, maybe make the background pattern a bit of a lighter blue, and change up the font you used on the header (like Christy said). I'm thinking maybe like a white text set to soft light and then a faint drop shadow would look kinda nice. Otherwise, great job.
