How did the person make the bright looking soft effect on this scan?

Duplicated everything after it was flattened. Blurred it, and lowered the opacity of the blurred coloring. This is also known as the dream effect.
Also, they used large soft edged brushes with darker colors and set them to lighten/screen, i.e. the red in the bottom right corner. |
