Create a new layer and set it to Lighten. Make a radial gradient - one end with the colour of your choice and the other end transparent.

Try using this tutorial:
http://www.createblog.com/photoshop-tutori...416-color-orbs/ ^create these orbs on a different layer, &to tone down the tints, lower down the opacity of this layer. OR, just use lighter more pastel colors. |
