CUTENEWS on my site, help?

Alright so my site is hosted by http://000webhost.com
Im currently using http://subliminalgreen.net46.net as a "tester" for cutenews.

I'd like the cutenews info. to go where it says "WELCOME" &for it to popup there on the homepage.
Im completely lost right now.

I downloaded the cutenews files from http://cutephp.com &extracted all the files.
Within my control panel, there is a file manager. &i upload all my php files/pages within a "public_html" directory.
That is the only place i can upload my files. Is that also where i should upload all the cutenews files? or should i create a new directory within that one?

As of now, i have a "base.php" & "index.php" uploaded. Any help on how i would go about this?

^Oh, well if you can already CHMOD them with your file manager, then yeah, you don't need FileZilla. But don't CHMOD all the files, just CHMOD the /data/ directory and the files/folers under the /data/ directory. And yeah, CHMOD to 777.

Yep, you can name the directory whatever you want. Like mine is http://www.mikeplyts.net/mikeplyts/cutenews as to where the /mikeplyts/ part is the directory where I uploaded all of the cutenews files.
