if want a UPLOAD or SUBMIT button for pictures or videos how can i get them? will any host have them in there sitemaker, do any CMS an easy way to put this?

Try http://drupal.org or http://wordpress.org
Wordpress comes with built-in media support. Drupal must install some specific modules to meet your needs. Go with the easiest way you can follow. Both communities are very active and helpful, and most of all, open source, if that matters
