Try using the pen tool set on path mode. Make a curvy path around your object. Then, go to the brush tool and select a circle brush that's about 4-7 in diameter size. Go back to the pen tool and right-click on that curvy path you made and select Stroke Path. In the little pop-up window, select "Brush" from the dropdown menu and check Stimulate pressure. Click ok. Now, right-click on that path again and select Delete Path. Go to the layer styles on the layer that you made the curve and use the Drop Shadow and Outer Glow settings to make a glow. Also, you can select Color Overlay if you want to change the color of the curve. Oh, and, it's not really important, but you can set the blend mode of the Drop Shadow and Outer Glow settings to Color Dodge to get a kind of varied glow effect. Now use the eraser too to erase some parts of the curve path layer to make the curve look realistic.
