lightbox 2? Options

i downloaded the script from here: http://www.lokeshdhakar.com/projects/lightbox2/
i did step 1 and put this in my header:

step 2 says:

Include the Lightbox CSS file (or append your active stylesheet with the Lightbox styles).

^ where do i put that? o.O

... i also dont get the part 2 activate part :/
