Should gym class be freeform for structured?

Freeform: Goal-based standards on calorie count and progress. (More effective in theory)
{or}
Structured: Every one in the class follows the same program. (Easier to control)

I don't understand why this is even a debate. The responses alone are enough to support my own beliefs that America's youth needs to have a better understanding of fitness and a healthy lifestyle.
