It's not a literal Starbucks inside a McDonalds, it's a Starbucks-eqsue kiosk called McCafe inside a McDonalds. And I'm sure McDonalds thinks it's necessary. Starbucks is already losing business because people don't have money for $4 lattes; McDonalds is offering those people and others a cheaper alternative at the place they already buy their meals.
