I never said not effective, just not AS EFFECTIVE as getting tested and sticking to one partner. This method ensures no disease is being transmitted, as opposed to condoms with different people where there is no 100% guarantee that you're safe. It's been proven that you can't just stress abstinence and faithfulness in relationships in order to prevent STD transmission. I should know, I worked for a nonprofit that focuses on sexual and reproductive health. I can direct you to a few of their fact sheets for your consideration.
