Are you saying you want the edges of the top image to follow the curved line? You have to manually erase the parts you don't want; Photoshop won't do that for you. Move the curved line layer up a few pixels until the bottom edge of the top image is completely below all parts of the line, then go to the layer that the top image is on and use the eraser tool to carefully erase the parts under the line. Or you could use a layer mask if you know how to. You'll probably need to move the bottom image up some so that you don't get empty space between the curved line and the top edge of the bottom image.
