The NYC transit system is probably one of the best in the world but this dumb ass idea is going to decrease its quality.

It's a subway train on a designated track, not a bus on the road. Chances of crashing are pretty low. And even then you don't need to wear a seatbelt on the bus, because of momentum. If they deemed it safe enough for a full train of people to ride with the seats in, then it would be fine without them.
