I'm guessing you want to move your layout up since you moved the banner to the bottom of your page? You'd have to figure out how much pixels you want to move your layout up by, then subtract that amount from all the top attributes on these codes:

So for example, you want to move up your layout by 25 pixels, each top margin attribute will be reduced by 25 pixels. If you want to then move the ad since it's too low, take a look at your General codes and replace 1300 with a smaller number.
