Images Transparent On A Layout, making parts of an image "transparent" on a layout.

I was wondering how you make an parts of an image transparent on a layout. Like you have a background image and then there's an image on top of that but if you go to that image link then it'll look white on some parts. Like how would you do something like this.

If you have Photoshop:
Open a new canvas. Make it the size you want your layout table/background/whatever. (The thing you're trying to make it xD)
Then, Make a new laver. Delete your original layer.
It should look like this:

Then, make your image on that. Save it as a png.
It should turn out like this:


See? :D
