Images Transparent On A Layout, making parts of an image "transparent" on a layout.

I was wondering how you make an parts of an image transparent on a layout. Like you have a background image and then there's an image on top of that but if you go to that image link then it'll look white on some parts. Like how would you do something like this.

I'm not sure on what you're trying to ask. Do you want to know how they make pictures transparent?

When you create a new document, the default picture is usually white but you can select transparent and once you go to save the picture save it as a .gif file.
