okie could someone please tell me or help me how to figure out how she did this background?
and could someone also help me figure out how they made the skin look so soft and warm looking? because im trying to learn how to edit manga scans better. if you know how to do any of these please message me or just like post it it'd be a big help. thanks for reading!

Yes, of course. Just add the brushes/do the effects & then add a new layer on top of all the other ones, containing gradient(s).
