You don't need to be sexual to flirt, I play around with one of my co-workers by throwing things at him, pushing him, etc (he started it) and the same manager thinks that's flirting.

My boyfriend works at the same job and before we started dating, I would flirt with him through talking, teasing, and giggling. When I started working there, it was when he just got a new tattoo that I did not like at all so when he asked me what I thought, I told him, "that's going to look good in 10 years." He laughed it off and didn't say anything else but if you ask him about it he will say that he said, "yes it will because my arm will still be muscly."
