Reducing the size of the brushes shouldn't pixelate the eyelashes at all, unless you're using some sort of weird resizing technique. The only way I could see something getting pixelated is if you made it bigger. The sizes of these brushes run pretty big.

I don't know, I typically don't pick the perfect brush size and use it. I just generally pick a size bigger than the size I'll need, then just do Ctrl + T and resize from there. It's never really pixellated for me...*shrug*. And even if it was, you can hardly tell anyway.
