im trying to learn how i can get the skin to look like the image below. i tried using blur but i didnt get the same effect of how i wanted it to look. can someone help?

Don't really think there was much selective colouring, since if you apply a layer option of "Soft Light" or "Overlay", the colours naturally get a lot more saturated. If you use those layer options you probably won't even need to fool around with Brightness + Contrast.
