im trying to learn how i can get the skin to look like the image below. i tried using blur but i didnt get the same effect of how i wanted it to look. can someone help?

Well your inspiration looks like filter rape more than anything.
Really theres no one way it can be done. I use a combo of the smudge tool, blur tool, clone tool, and various filters (selective color, contrast, etc.) |
