im trying to learn how i can get the skin to look like the image below. i tried using blur but i didnt get the same effect of how i wanted it to look. can someone help?

She looks over airbrushed and fake/plastic. Not a good retouch. Maybe you should use a different inspiration picture.

If you're seriously intent on creating the same look, which I frown upon, then make sure you're not blurring the entire image because you'll just blur the edges and details. Blur manually using the blur tool in combination with the smudge tool on the lowest hardness brush and you'll get a similar effect.

You could also try Filter --> Blur --> Smart Blur or Surface Blur on Photoshop.

When you're done the skin plasticizing, duplicate the layer, do a Gaussian Blur on the entire thing, then set the layer to "Soft Light", "Screen" or "Overlay according to your tastes.
