I don't understand why this is an issue. I'm sure the work of deleting the rejection PMs isn't that much harder than it was to spam the tutorials. Deleting the PMs is less work than cleaning out the queue, as you suggested you would do There isn't a way to override the queue from sending a rejection letter.
