Ok so i came across someone picture and i noticed they had these orb/dot thinks on their picture.
Ive been wondering if anyone knows how to get these? Or make them or w/e Any ideas would be great. I really like the orbs XD also i use photoshop and this is the picture  also if this is anyone. My bad. Im curious to know how you did it |

^Not quite the same effect, though, it's more like the end result of that tutorial than what the OP's looking for.
Textures are probably the best way to go, if you don't mind using other people's resources (and remember to credit!). |
