Ok so i came across someone picture and i noticed they had these orb/dot thinks on their picture.
Ive been wondering if anyone knows how to get these? Or make them or w/e Any ideas would be great. I really like the orbs XD also i use photoshop and this is the picture  also if this is anyone. My bad. Im curious to know how you did it |

well there is this tutorial but i'm not sure if that's the effect you're really looking for.

It looks like if you really wanted to you could mess around with that tutorial and get what your looking for. To me it looks like (as someone previously said) out of focus lights, or just a photo of a street edited to just have the orbs with a low opacity. |
