div layout problem, style Options

i've tried using both IE and FF to view my div to see if scrollbars etc following my styling, but nothing works.
i'm still working on the coding, but can anyone think of reasons why my styling isn't working?

any help or comments is appreciated.

that's the code to change your scroll bars. it only works in internet explorer version 5.5 and newer; other browsers don't support it.
