if a girl wants to hang out what are the chances of it being more than for friendship purposes. And do you ever say that to people you dont even like.

Well, usually when I say "Let's hang out.", I really do just wanna hang out and spend time with them.
 I don't think she's looking for 1 on 1 but hey, girls are different. Take time to get to know her as a friend first.
