Does anyone know what program was used in creating this? If so how do you make it on top of that?
I got this image off www.myspace.com/anmlhse I asked them what programs they use and they wouldn't share with me.

There a are TON of tutorials on creating vexels with photoshop. Let me link you to Good-Tutorials section on them:
